The byproducts it creates as it reacts with organic matter in the distribution pipes — TTHMs at 66.29 ppb, haloacetic acids at 33.02 ppb — are the ones that showed up above health guidelines, and they are completely undetectable to your senses.

"It's too late" is exactly the point.
